What Is a Detailed Engineering Assessment (DEA) — and When Do You Need One?

A DEA tells you what an existing building can safely carry. Learn what it involves, how long it takes and what the report should contain.

A Detailed Engineering Assessment (DEA) is a systematic investigation of an existing building's structure to determine whether it is safe for its current and intended use. In Bangladesh, the term became widely known through the ready-made garment (RMG) sector's structural safety programmes, but the method applies to any building: factories, warehouses, offices, apartments and public buildings.

When is a DEA needed?

  • A preliminary inspection has found structural concerns
  • Structural drawings are missing, incomplete or don't match the building
  • Floors have been added, or a vertical extension is planned
  • The use is changing — for example, from residential to industrial
  • Heavy machinery, storage or rooftop equipment is being added
  • A buyer, certification body, insurer or regulator requires evidence of structural safety
  • The building shows cracking, corrosion or settlement

What a DEA involves

1. Document review and as-built survey

Engineers collect any existing drawings and calculations, then measure the building: grid lines, column sizes, beam depths, slab thicknesses and storey heights. Where drawings exist, they are checked against what was actually built.

2. Material testing

Concrete strength is the single most important unknown in most existing buildings. A DEA typically combines:

  • Concrete cores extracted from selected members and crushed in a laboratory — the most reliable measure of in-place strength
  • Rebound hammer and ultrasonic pulse velocity (UPV) tests to check uniformity across many members quickly
  • Ferro-scanning to locate reinforcing bars and estimate their size and cover without breaking the concrete
  • Selected rebar exposure and tensile tests where needed

More detail is in our guide to non-destructive testing for concrete buildings.

3. Load survey

The actual loads in the building — machinery, storage, partitions, water tanks, generators — are recorded, because they often differ from the original design assumptions.

4. Structural analysis

A 3D analytical model is built using the measured geometry, tested material strengths and actual loads. Each column, beam, slab and foundation is checked against current code requirements, including BNBC 2020 seismic and wind provisions.

5. Report and recommendations

A good DEA report clearly states:

  • Which members are adequate and which are deficient, with demand/capacity ratios
  • Any immediate safety actions (load restrictions, propping, evacuation of areas)
  • Strengthening options with indicative costs and disruption
  • All test results and the analysis assumptions

How long does it take?

For a typical mid-size factory building, the site work may take from several days to a few weeks depending on size and access, with laboratory testing and analysis following. Planning the testing around production schedules keeps disruption to a minimum.

What comes after the DEA

If deficiencies are found, the DEA becomes the basis for a remediation design — the engineering drawings and method statements for strengthening. Common techniques include RC jacketing, CFRP wrapping and steel strengthening; see our comparison of column strengthening methods.
